Councilors made the decision to relinquish the permit at a meeting Tuesday, but their concern over the Mount Ashland Association beginning expansion work, but running out of funding led to the setting of conditions.
The Association would be required to raise funds for the first, and most significant phase of their expansion plans, which carry an estimated cost of between $2.5 million and $3.5 million.
As yet it is not clear whether the Mount Ashland Association Board wants the permit badly enough to accept the conditions. The board is due to meet soon to consider the terms.
