1,300 Pacific Power customers in east Medford found themselves in the dark this morning. A malfunction at the Roxy Ann substation that occurred at about 6 a.m. was responsible for the power outage. Electricity to all but about 130 customers was restored within about 15 minutes. A utility spokesman says a piece of equipment that was designed to save the substation from a lightning strike failed and caused a circuit to trip.
