A spokesman for the Oregon Department of Revenue says a powder found Wednesday morning in an envelope in the agency's mail room was not harmful. The spokesman, Dennis Thompson, says authorities aren't sure yet what the substance was. The State Police said it wasn't hazardous or toxic. The first floor of the agency's Salem offices was evacuated, but employees on other floors were allowed into their workspaces. Thompson says seven people in the immediate area were isolated and monitored, but none showed signs of illness or distress.
